"My average client is somebody like me, 40ish year old woman who is starting to say, 'you know, I'm getting a few wrinkles,” says Suzanne Kilmer of the Sacramento Laser Skin and Surgery center.

"Maybe they wanted to know about botox or filler or lasers but its a lot more intimidating to walk in the front door of the laser center than walk in the front door of the spa."

If there is no doctor don't risk having a deep peel, botox or laser treatment. A new proposed law would restrict doctors who lend their name to a medi-spa without actually treating patients, or sometimes without much medical training in skin treatments.

"An esthetician should not be doing botox, should not be doing any laser treatments, fillers. That's definitely against all the California regulations."
