Sen. Miriam Defensor Santiago on Saturday denounced the practice of performing cosmetic surgery outside of hospitals by persons not licensed by the Professional Regulatory Commission.
Noting complaints against these quack cosmetic surgeons by clients who failed to get the desired results despite paying hefty sums of money, Santiago filed Senate Bill 2153 to stop "office-based cosmetic surgery."
The bill also seeks to regulate minor cosmetic procedures that require only local anesthesia, like cosmetic tattooing, Botox injections and collagen injections.
Santiago noted that these surgical operations require anesthesia or sedation on patients. These surgical procedures include face-lifts, rhinoplasty (nose jobs), tummy tacks, breast augmentation, breast reduction, laser surgery and liposuction.
The bill makes it unlawful for any unlicensed practitioner to perform office-based surgery or minor invasive procedure. Very often, these quacks perform surgery after undertaking a few months’ study abroad.
"This would protect patients from unscrupulous medical practitioners who let their untrained and unlicensed staff perform the procedures on patients," Santiago said.
